UBRA helps to educate and assist Uptown business owners and property owners in matters of preservation, promotion, and finance. UBRA helps recruit new stores to minimize the effects of vacancies and to diversify the retail mix. UBRA aids in the acquisition of adequate financing for new and existing businesses and for the renovation of historic structures.

UBRA advocates for the planning and coordinating design of improvements in, or adjacent to the uptown area. UBRA will provide information on painting, construction, historic renovation, and preservation. UBRA will promote and assist in city beautification projects. UBRA participates in the planning and development redevelopment of the uptown area. UBRA, whenever possible, recommends appropriate uses and design standards for uptown development comparable with historic preservation.
